John's twenty plus years of experience in health care and insurance
law has prepared him for today's complicated compliance requirements
with privacy and HIPAA. From 1986 until 1993, he served as attorney
to the Washington State House of Representatives and from 1993
to 2000 he served as Deputy Commissioner for Health Policy with
the Washington State Office of Insurance. During that time, he
also chaired various committees for the National Association
of Insurance Commissioners including the task force that developed
the model information privacy law.
He is the author of several law review articles on insurance
and managed health care. In particular, John is known for his
work on contributions on health information and privacy. The
Workers Compensation Research Institute recently published his
article on NAIC model privacy laws and he is a contributing author
for the American Accreditation HealthCare Commission's new book
on federal privacy regulation. In addition, he has authored numerous
legal articles on insurance and is a recognized expert on insurance
law.
