National Association of Dental Plans
JG&A has represented the National Association of Dental
Plans (NADP) for a number of years. NADP membership includes over 65 insurance
companies specializing in dental coverage, such as Metropolitan Life, CIGNA,
Ameritas, Guardian, Aetna and several Delta Dental Plans.
JG&A’s representation has focused on legislative and regulatory issues
affecting the plans, including patient protection, HIPAA, external review,
tax code, prompt claim payments, benefit eligibility, privacy and CDT coding.
In addition, JG&A has represented NADP before the National Association
of Insurance Commissioners (NAIC) as part of its effort to build relationships
on behalf of NADP with the various state insurance commissioners and to represent
the interests of the member plans when model acts are being vetted.
Among its accomplishments in Congress on behalf of dental plans, JG&A was
able to get language included in the Health Insurance Portability and Accountability
Act exempting free-standing dental plans from the overly burdensome requirements
of Title I of the Act. JG&A was also able to achieve inclusion of language
in several versions of the Patient’s Bill of Rights excluding dental
plans from applicability of the legislation, and actively worked with coalitions
on behalf of NADP that in the end were able to prevent enactment of PBOR.
Farm Bureau Healthcare
JG&A was retained by the Washington State Farm Bureau
to work with it and the American Farm Bureau on behalf of legislation allowing
the formation of Association Health Plans. JG&A has particularly focused
its efforts on the Senate, which has traditionally been a roadblock to passage
of the legislation. It has worked with the Farm Bureau on behalf of changes
in the proposal that would help to overcome those roadblocks, and has focused
its many contacts toward achieving bipartisan support for the legislation.
JG&A has also prepared an extensive briefing book on behalf of the legislation
that is being made available to members of the Senate and staff to help improve
their understanding of the legislation and why it is so important to America’s
farmers and ranchers in their efforts to obtain health insurance coverage.
